The handbook will help public communicators' to recognize common influence techniques more easily and provide them with a toolbox of proactive solutions that can be used to design the most appropriate response. This handbook does not provide a one-size-fits-all solution or a checklist of steps to tick off. Each organization is different, communicates with different audiences, and faces different challenges that must be considered when deciding how best to respond.

The handbook was used to train thousands of civil servants, alongside MSB efforts to build and strengthen interagency coordination structures, coordinate with traditional and social media, raise public awareness, and monitor the digital information landscape. Several countries—including Finland, Estonia, and Latvia— copied the handbook, revising and translating it to suit their own contexts.
