This term is contested. Some advocates have used it to brand their campaigns for public sector investments in public interest platforms and services, analogous to updating the concept of public media for modern times. They would like to see "an ecosystem of ideas and practices that could bring into being [public sector] digital infrastructure that aligns with community aspirations, protects personal and group safety, and prioritizes people, communities, and a public good." (Stanford PACS)
Others, including numerous multilateral institutions, appear to use the same term as a vague rebranding of Govtech, primarily identity, payment, and data exchange systems that run the digital state.
The latter camp appears to be winning this name game.
