Consul was founded by the city of Madrid in 2015. It was set under an open source licence with a high copy left. In 2019, Consul entered the German market more strongly. Thanks to the further developments of demokratie.today. On the global side, Consul is now used in 35 cities, 135 institution and 90 Mio people.
